Aerial Maps in Pacs 8.0

Hi all. I am using PACS 8.1.3.10 and Arcmap 9.3
I can not seem to get the aerial image on the GIS Viewer/Appraiser. I have managed to get shapefiles there. I go to Tools/Manage GIS/Add GIS Image Catalog, navigate to .sid file. After I open the Gis Viewer/Appraiser the aerial image is there in the tree. I make sure it is checked and all the other layers are transparent/and/or not checked and I still dont see it. Anything I am overlooking?
